MOSCOW, 7 APR – PRIME. The Ministry of Economic Development of the Russian Federation has identified priority areas in the field of mining regulation, among which are the optimization of mining using renewable energy sources (RES), the introduction of special tax tariffs, the delimitation of mining and the involvement of surplus regions for energy generation, said Anatoly Dyubanov, head of the digital economy development department of the Ministry of Economic Development.
“We consider the optimization of mining using renewable energy sources, the direction towards tax incentives and special reduced tariffs for electricity to stimulate the use of alternative types of energy sources as an important point,” Dyubanov said at the conference “How to regulate mining in Russia”.
He noted that it is necessary to introduce the concept of industrial mining of digital currencies for application in relation to mining business activities, which are carried out in large volumes, with the possible establishment of preferential tariffs for electricity for this category of mining. The Ministry of Economic Development believes that mining should be divided according to the amount of energy consumed, and not according to the form of organization.
Dyubanov added that it would be expedient to delegate the authority to determine tax benefits and reduce tariffs to the constituent entities of the Russian Federation or municipalities in whose territory the task is being solved.
