Blockchain in Paraná: BNDES finances modernization project

The General Controller of Paraná (CGE) will receive financing of R$ 46.3 million from BNDES for the modernization of systems and automation of audits and inspections of purchases in the state. The entire project will cost R$51 million. Half of the amount Parána will invest in the Harpia system, which foresees the use of blockchains. The upgrade should be ready in August 2024.

The objective of the Paraná project, when using technologies such as blockchain, is to identify possible fraud and irregularities in payments. For this, there will be integration of management and systems and improvement of processes. As well as the adoption of the Internal Audit Capacity Model, which is international and was supported by the World Bank (Bird).

The announcement follows the bidding of the Paraná Information and Communication Technology Company (Celepar) for hiring a company that provides a blockchain solution. GoLedger won the public notice, which is generic and is part of the Blockchain PR project. The contract is worth R$ 1.256 million. There was also a second batch, which Interchains won.

As for Harpia, with blockchain and also artificial intelligence, Paraná says that it will be possible to detect the coherence of information in the system. In addition to registering the person responsible for each decision or action in the various phases of a government purchase. The state announced the system a year ago, with execution by Celepar.

Paraná believes that blockchain will improve indicators

A General Comptroller of Paraná (CGE) listed 11 subprojects related to internal control, internal affairs, transparency, compliance and ombudsman. “Harpia will receive practically half of the resources, as with it we will improve the indicators of all areas affected by the CGE. The detection of failures or deviations in bidding procedures will be practically automatic”, said Raul Siqueira, general controller of Paraná.

A Transparency Portal is also part of the Paraná funded project, as well as investments in physical infrastructure. The support takes place within the scope of BNDES Finem – Modernization of Revenues and Fiscal, Financial and Property Management of State Administrations (PMAE).

For the superintendent of the BNDES’ Public and Social and Environmental Management Area, Julio Leite, the action can serve as an example and encourage the improvement of public management in other states.
