Junta do Ceará was the first to use blockchain in the country.
A blockchain project to facilitate and accelerate processes for companies using the Ceará Commercial Board (Jucec) and fight fraud, scheduled to start on March 1, 2021 and end on March 1, 2022, has not yet had investments from the organ. This is what the Ceará Transparent portal indicates.
Since December, Blocknews has asked Jucec and the Information Technology Company of Ceará (Etice) for information about the project. Such as, for example, what stage it is in implementation and, if it is late, what are the reasons for this. However, we did not receive feedback from these institutions.
To carry out the project, the Jucec hired the Information Technology Company of Ceará (Etice). According to the contract, the objective is to make blockchain available “with a view to providing (sic) a collaborative environment to foster new business opportunities”. And this “through sharing with external entities, as well as analyzing information from companies registered in this Jucec.” The purpose, continues the text, is “to fight fraud, guarantee information reliability and allow the security of data and documents attached to the SRM system (Mercantile Registry System)”.
According to Ceará Transparency, Jucec did not make disbursements for this contract, the 4/2021, process nº 01552404/2021. It is important to note that on the Transparency website, the contract values ​​mentioned match those ofthe contract. However, on the website the object, the justification and the waiver of bidding refer to another project of the government of Ceará for the use of blockchain. In this case, they talk about the use of the solution to record information on measurements of public works.
Blocknews learned that Etice, in turn, hired GoLedger, a blockchain solutions company. wanted, the GoLedger he stated, however, that he has not yet received a demand for work for the Jucec project. The company could not inform the reason why the execution did not start and said that this decision is up to the body.
In 2019, the Junta do Ceará stated that it would use blockchain “to ensure more security and efficiency”. On the same occasion, the institution’s president, Carolina Monteiro, mentioned new projects in progress to simplify procedures. Among them, the so-called Facilitator Network, “which aims to integrate state agencies and financial institutions in order to facilitate procedures for entrepreneurs, such as participation in bids and creation of a business bank account”, says government statement. According to Carolina, “the idea is that the entrepreneur no longer needs to deliver documents generated by the state itself to public bodies”.
That year, Jucec presented itself as “the first public agency in the country to use blockchain technology for the security of archived documents”. This is because in May 2018, it announced the implementation of blockchain registration of documents approved by the Board. “Blockchain does not allow the mutability of registered documents, which provides legal certainty for the entire database of companies registered in Ceará. The entities integrated into RedeSimples will receive these documents absolutely safe and without the possibility of fraud”, said the president of Jucec.
Another Junta that showed interest in blockchain was that of São Paulo. In August 2020, the Jucesp reported that it was “on the way to completing its process of becoming 100% digital”. And in this process, one could even think of blockchain and other technologies so that the user has the widest possible range of options and can access public company registration services in digital form in a quiet and cheap way.”
