Ministry includes GoLedger in Strategic Defense Companies group

The Ministry of Defense qualified the GoLedger, of blockchain solutions, such as Strategic Defense Enterprise (EED). In addition, it inserted the GoFabric solution as a Strategic Defense Product (PED), according to ordinances published in this Thursday (23) edition in the Federal Official Gazette (DOU).

One of the requirements for a company to be EED is to have it in Brazil “proven scientific or technological knowledge of its own or complemented by partnership agreements with scientific and technological institutions”, according to the ministry. The company must, therefore, carry out research, develop technology, product or process.

On the other hand, PEDs are products, services or information of strategic interest to the portfolio. This is because of the technology they have, difficulty in purchasing or because they are essential for the forces. Defense procurement rules are in the lei 12,598 / 2012.

A GoFabric is a solution that GoLedger has developed for orchestrating Hyperledger blockchain networks. It is for both the public and private sectors. The company asked for its inclusion only because its other solutions are modules of this platform.

This is the same solution as the São Paulo Military Police and the Ceará Information Technology Company (Etice) hired after GoLedger won their bids. The startup was born with a focus on governments, but this year it also started to bet on the private market.

For Otávio Soares, COO of GoLedger, the EED and PED seals “are yet another proof that our platform is ready, safe and has innovative features in the world”. The seal, according to him, may be required in public notices.

In addition, by being an EED, GoLedger now has greater international visibility. “Especially in the defense and public security segment, where the minister himself will be in charge of introducing us at international fairs as partners of the Brazilian state.”

Recently, was on the list of 30 selected in the first phase of the third public notice of the ‘Petrobras Connections for Innovation Program – Startups’ module. It also received the Outstanding Startup award from Innovative Brazil.

In 2020, participated in the testing of new technologies in the elections. And it created the world’s first portal for Consent and Personal Database Indexing based on the data protection laws of Europe and Brazil.

Blockchain in defense of the country

Blockchain in Defense is not a new issue and apparently there are chances the Army will have to use the technology. The use case has become a back-and-forth decision.

That’s because in March and April 2020, the Brazilian Army Logistics Command (Colog) established that there would be tracking and identification of products controlled by the Force with blockchain. Soon after, there was a repeal of the rules without further explanation. Gun bearers such as collectors and hunters complained about the rules.

However, the Federal Public Ministry (MPF) filed a public civil action in the Federal Court in BrasĂ­lia asking for the reinstatement of the ordinances. That’s because it considered the repeal of the rules in April illegal.

On the last 15th of September, the Colog returned to issue ordinance on tracking of ERPs. Only a day later, the Attorney General of the Republic (PGR), Augusto Aras, dismissed a request by the Democratic Labor Party (PDT) that the repeal of the rules on the use of blockchains are unconstitutional.

And on the same 16th, Minister Alexandre de Moraes, from the Federal Supreme Court (STF), took a contrary decision. Thus, based on requests from the PDT and the Socialism and Freedom Party (PSOL), that the Army come back with the norm that established the use of blockchain.
