BNDES and TCU launch the Brazil Blockchain Network that can even replace the RG for NFTs as an identity in Metaverse and Web 3

The National Bank for Economic and Social Development (BNDES) and the Federal Audit Court (TCU) announced, this Monday, 30, at the TCU auditorium in Brasília/DF, the official launch of the Brazil Blockchain Network (RBB).

As stated during the event, Gustavo Montezano, BNDES president, the RBB swill be a tier 1, Proof-of-authority (PoA) based network in which the validators will be both public and private entities.

Furthermore, as a layer 1 blockchain network, the network will allow other authorized entities to create decentralized applications on the network.

“The RBB has the power to revolutionize the way the State works. Blockchain aims to improve public service, bring more security to public servants at all levels and to citizens in all spheres”, said Montezano.

In addition, according to him, in order to participate in the network, interested parties, whether public authorities, states and municipalities, or entities from the private sector, need to sign a cooperation agreement. After that, they can develop MVP applications aimed at sharing data and information among all participating entities..

Also according to Montezano, the expectation of the BNDES and TCU is that as early as 2023 the first decentralized application will be working at RBB.

Speaking during the event, Minister Aroldo Cedraz highlighted that RBB participants should study how non-fungible tokens (NTFs) can act as a user identification mechanism in Web 3.0 and the metaverse.

“I have no doubt that we need to immediately start studies and projects for the implementation of digital identities in NFT, including the possibility of decentralized issuance of such identities. In order to make our digital services more compatible with the metaverse and with the Web 3” , said.

RBB operation

According to Leonardo Albernaz, Secretary General Control External TCU, the RBB aims to encourage the modernization of information sharing between different spheres of government, as well as with public entities, individuals, private companies and citizens.

“We need new collaborative processes and new processes in public administration,” he said.

According to Albernaz, the RBB will allow the creation of different Daaps, based on the improvement of public services and may also allow applications aimed at decentralized finance (DeFi), thus acting as a layer of trust for different actors in the public and private sectors.

Albernaz stated that the RBB will be based on Proof-of-authority (PoA – Proof of Authority, in free translation) and will have 3 types of participants, with different weights in the network’s governance system.

  • Patrons: in this category only TCU and BNDES, which will have voting and veto power, in addition to being responsible for managing RBB’s validating nodes.
  • Associated participants: who will also be responsible for validating nodes and participate in the network with voting power
  • Partner participants: will be those who can use RBB’s blockchain resources, but do not participate in the network’s consensus validation core

The Secretary General External Control TCU also stated that the network will not have its own token and it will not be necessary to have any crypto-asset to pay fees or other services on the network, however the network may allow the creation of tokens, provided that they are authorized by the governance system and related to services and efficiency in the public service.

One blockchain network for all public services

The president of the TCU, Minister Ana Arraes, highlighted that the digital transformation that the public administration is going through is a present and irreversible reality and that the RBB is the result of this transformation and this need to improve public administration processes.

“The use of blockchain enables greater protection, transparency and integrity in the public database, in addition to allowing the auditability of the data entered in the network. RBB is a public and non-profit national network formed by several institutions with the objective of facilitating the donation of blockchain technology in public services”, he said.

According to Minister Ana Arraes, the network already has other participating entities and, in addition to BNDES and TCU, RNP, Serpro, Dataprev, CPQD, among others, are already part of the RBB.

Still on RBB, recently during Ethereum.Rio, Gladstone Arantes, head of blockchain initiatives at BNDES, highlighted that the project was based on initiatives from other nations in Latin America, Europe and Spain.

“What happened in the Brazilian government and still happens is that, for each use case, it creates its own infrastructure and network. This blocks innovation. It’s as if we were going to make Google, but first we had to make the internet. That’s why , after discussing with our partners, we saw that it was necessary to create a unique structure and that is what we are doing with Rede Blockchain Brasil”, he said.
